The chair of the Senate Environment and Public Works Committee said this week that Congress is running out of time to act to avert insolvency for the federal Highway Trust Fund as state transportation officials and leaders of state chambers of commerce warned of the consequences if that were to come to pass. But there still appears to be no agreement in sight about how to fund a trust fund fix and a long-term surface transportation bill.
